Schools Minister Peter Garrett on Thursday revealed that a key election promise - to revamp the popular My School website - would not be launched on Friday as planned because of problems with financial data.
The glitch came as another much-vaunted program kicked off by Mr Garrett as environment minister - to subsidise households for installing rooftop solar panels - was scaled down by Climate Change Minister Greg Combet.

It follows criticism by former Labor minister Graham Richardson of the Gillard government's "policy paralysis".
