Prime Minister Julia Gillard says she believes she can deliver on the federal government's promises, despite the fall of Labor in Victoria and internal pressure to shift to the left.

As Labor conceded defeat in the weekend's Victorian poll, a special sitting of federal parliament passed laws paving the way for Telstra to take part in the national broadband network (NBN).

Asked what lesson she took from the Victorian election, Ms Gillard told reporters in Canberra it was historically "very difficult" for long-term governments to have their mandate renewed.
