Victoria's Conservation Regulator has made an appeal to the public to identify the men involved after the little penguin was allegedly thrown against a wall and kicked after being taken from St Kilda Pier and Breakwater at 2.17am on October 27.
A group of five men believed to be in their 20s were picked up on CCTV with the penguin on Jacka Boulevard, in front of the Royal Melbourne Yacht Squadron.
The man believed to have captured the penguin is described as having a light complexion and was wearing grey pants, black shoes and had short dreadlocks in a ponytail.
He was wearing a white t-shirt which he later removed.
The man seen kicking the penguin had a dark complexion and was believed to be wearing a black Dolce & Gabbana hoodie, black pants with a white stripe, black shoes, and a black cap.
