Ministry of Justice (MoJ) figures show that one Briton in every 1,000 is a sex offender on the national list, including rapists and paedophiles.
The total has increased by more than 73 per cent in a decade from just 30,000 in 2006.
The MoJ report said there were 52,770 individuals being managed by authorities at the end of March. That is 104 registered sex offenders per 100,000 of population in England and Wales.
Officials point to growing numbers of convictions sex offences in recent years as the reason for the increase.
In recent years, police have secured a series of high-profile convictions for historic sex crimes.
Experts say the rise was partly because victims were more willing to report sex crimes – including historical ones – and police and prosecutors were more likely to take complaints seriously since the Jimmy Savile sex abuse scandal.
But the startling scale of the increase, and the sheer numbers, will lead to questions about whether excessive numbers of people are going on the register.
The number of violent criminals being supervised under the public safety system has also reached a record high of 18,847 – a 26 per cent rise on ten years ago. There were a total of 71,905 offenders subject to supervision – up 60 per cent.
