What's the solution re the GST?

Guarantee 50% minimum for each state.
Pool the rest and distribute accordingly.

I think all the states should keep their own GST. Why shouldn't those states being subsidised get their act together and find ways to be more productive? Treasury should keep their fingers out of it. They use the GST to make up for their regular shortfalls in health and education funding.

I think the GST should rise to, say, 15%. However, don't all States have to agree?

All the GST is returned to the States... it is a churn and it is redistributed according to a formula devised to keep the Federation together and working cohesively.
You can disagree with the formula of course.
But we are a Commonwealth Federation of States.

2 simple options;

#1 Raise GST to 20%, abolish income tax for anyone earning less that 50k, and drop company tax to 25%.

or

#2 Make GST a state rather than federal tax, abolish pay roll tax and stamp duty on property purchases.
