I think Senator Brown was trying to lighten the speech and throw a little humour into it. At least it made people sit up and take notice.

Admittedly talk of his one world order isn't appealing - but then it's already established anyway. Brown has succumbed - pity, but he's not a young man and has probably given up fighting for many of his causes.
