Lots of misinformation there about IP numbers.

In theory, IP numbers will reveal when a particular computer was used to post information to a particular forum. It does not reveal who was using the computer at that point in time. It does not reveal the location of the computer, as such, unless a dedicated, fixed IP number has been assigned to it.

Since the creation of IP filtering and reverse Proxy Servers, this has proved more difficult, 'cause they mask the real IP of the PC which is filtered through them and use a generic one for all web traffic.

Since the creation of anonymising websites (which are effectively public Proxy Servers), this has become even more difficult because the PC's IP number is masked yet again.

So, generally, the anonymity of a poster is preserved. It isn't complete, though, a Police force can seek a court order to have the providers of the anonymiser server to reveal who was using it at a particular time to contact a particular forum. The owners of the anonymising server can refuse to comply but they will lose in most court battles. Once that is accomplished, the Police can then seek out the ISP proxy server that was used and use a court order to discover who was using it, at that particular time, to contact the anonymising server. Once that is revealed, they have the IP number of the poster. The ISP's own logs will reveal the identity of the account to which the IP number was assigned to. at that time. From that, can be discovered the user. So, it is a long causal chain that can be followed, if the Police want to.
