I read an article by a Indo muslim cleric about this. Breaking of legs etc is not halal, not even taking several attempts to cut the throat is halal. It should be one swift slice apparently, and that if the animal is stunned whilst that is done, then halal is still maintained.
I don't think this is necessarily religion leading to cruelty but culture where animal suffering is not even considered (look at Apocalypse Now)

I don't think it's that animal welfare isn't considered, it's just that it's a low priority. If they put as high a priority on the welfare as they do with it conforming to to the basics of halal slaughter, then this wouldn't be a problem.
Making the operators who were doing a good job ship their animals from south america or africa or some such isn't going to improve animal welfare outcomes. It's going to have a negative impact.
The baby has definitely been tossed out with the bathwater on this one because of the governments tendancy to go for the quick fix to placate the hippy extremists.

Unless the blanket decision results in quicker action by Indonesia to improve the abbatoirs I fail to see a reason for it- or is it while they are all investigated?

Can’t send cattle to just the “good” abattoirs because you can’t track where the cattle actually end up and even the “good” abattoirs let groups come in and use it for a short period.
Cattle industry brought this upon themselves.

Cant track where the animals end up? What a crock.
Every grazier has been paying to tag every animal electronically for years now, so that they can be tracked throughout their life and death.

I see. So it's all just too hard, there is no solution, and we'll never be able to trust those shifty little devils, eh?
I guess this means that it's not going to be temporary, if we've got no way to enforce it.
Blah. Thankfully, I put a bit more faith in the govt to actually look for solutions to get them out of the shitpile they stumbled and bumbled into, sooner or fucking later, and do what they should have done at the start
