Youth offences in Victoria have risen by almost nine per cent, and one of the state’s highest-ranking police officers admits we’re not winning the fight against juvenile crime.

In the 12 months to the end of June, there were 19,783 alleged offender incidents among 10 to 17-year-olds, up from 18,150 last year, with increases across all offence categories.

Deputy Commissioner Rick Nugent admits Victoria is not winning the battle against youth crime.

NEIL MITCHELL: “I talked to Graham Ashton about this years ago, the fight against juvenile crime, we’re not winning?”

RICK NUGENT: “No. We’ve seen an increase there and this is related to some of this gang related activity and sort of networked groups of youths doing some of this.”

In the 12 months to the end of June, more than half of all robbery offenders were aged 10 to 17.

Mr Nugent said police have identified 42 youth gangs which they “know are causing harm”.

“They’re into the car thefts, the aggravated burglaries, the home invasions, the robberies, the assaults,” he told Neil Mitchell.

“They’re moving a lot more across areas now than they used to.”

This week, Victoria Police launched Operation Alliance, a statewide anti-gang strategy to target the changing face of youth gang crime.

“This is going to be right across the state, actually mapping and understanding which groups, which gangs, are causing harm and doing everything possible to prevent and disrupt and dismantle those gangs.”

Overall, Victoria’s offence rate was up by 6 per cent in the year to the end of June, compared with the previous period.

The Melbourne father who jumped over his neighbour’s fence when he heard her terrified screams before being bashed by three thugs says he would do the same thing again “in a heartbeat”.

Dad-of-three Russell Irwin was toasting marshmallows with his kids when he heard a gut-curdling scream from the woman next door to his Cranbourne North home about 7.15pm on February 1.

He immediately jumped the fence and went to help her.

But when he got inside his neighbour’s house he was confronted by at least three intruders
armed with an tomahawk axe, baseball bat and a gun.

The three men stabbed the 41-year-old multiple times in the back before he was hit over the head,
leaving him with a cracked skull.

His heroic efforts allowed his neighbour to escape unharmed.

Mr Irwin told NCA NewsWire after being released from hospital that all he wanted was to make sure she was safe.

Sickening footage has captured the moment a partially blind grandfather was brutally bashed by a group of Muslim teen gang members in a Melbourne park. The 63-year-old was walking near Pelister Place in Sunshine West when he was set upon by the youths, Nine News reported.

They dragged him onto the oval and repeatedly kicked and stomped on the victim before stealing his phone and shoes. The broad-daylight attack occurred at around 1.50pm.
Three other people were attacked that day, Nine News reports, including a university student who was punched in the face and had his laptop stolen.
Ramzy Mohammedali, 20, was sentenced to eight months, while 18-year-old Amanniwal Nyieker – pictured in the video wearing a white hood and white trackpants – was jailed for two years. A 16-year-old boy was convicted of assault but hit with a youth attendance order, meaning he served no time behind bars, while another 16-year-old boy was sentenced to six months in jail but with time served was released in January.
