We have had 2 candidates refuse to concede the election in our history, in 1800 and 1824. If after the electoral college cannot reach a definite decision, the decision goes to Congress. I need to read up on this. This is covered in the 12th Amendment of our Constitution. Our language has changed and I need to reread it more carefully. I believe it comes down to each state getting 1 vote to choose the president in the House and the Senate chooses the vice president.
