That is incorrect. They can afford it. They are choosing to save their money in what is an uncertain global financial crisis. .
It's impossible to confirm this. The official saving ratio has returned to levels that are more historically normal. However, the saving ratio is not a measure of money saved but rather, a measure of money not spent. It may indicate either a higher level of true household savings or an increase in the rate of households paying down debt. It's probably a bit of both.
