PRIME Minister Julia Gillard has begun retreating from plans for a refugee processing centre in East Timor, amid widespread hostility to the proposal in the island nation and claims that she bungled negotiations.
Just two days after a speech in which she gave the impression of wanting to set up a regional hub for asylum seekers in East Timor, Ms Gillard yesterday insisted she had never nominated a location.
In Tuesday's speech, Ms Gillard revealed she had approached East Timor's President about her plan. ''I have discussed with President Ramos-Horta of East Timor the possibility of establishing a regional processing centre for the purpose of receiving and processing of the irregular entrants to the region,'' she said.
Afterwards, Ms Gillard had four opportunities to clarify her remarks, receiving questions premised on the centre being in East Timor. In each case her answers were consistent with the centre being in East Timor.
She also did not take issue the following day with media reports saying that she wanted the centre in East Timor.

I think sometimes the RW's can't read properly. This is an idea - a preliminary discussion - talks - no plan of action has been put in place, but the rabid right whingers are out in full force picking up on every little word and twisting it around to suit their agenda.
We had to put up with Howard's continual obfuscation of the truth for over a decade - and his careful choice of words - always saying one thing, but meaning another. Gillard's mistake is she should have chosen her words more carefully.
East Timor is considering this "idea" - so she hasn't lied.

In a series of interviews that will only add to confusion over how the tiny nation figured into her plans, Ms Gillard today stopped denying that she had said the facility could be built in East Timor.
“Earlier this week I made the case that regional processing needs to be part of our long-term solution to unauthorised arrivals. I said in my speech that one possibility was a centre in East Timor,” she said in a speech in Perth this morning.
Ms Gillard repeated the concession in an ABC radio interview.
“In that speech, I indicated that I believed East Timor was a possibility for the regional processing centre,” she said.
But yesterday the Prime Minister denied she had identified a specific location for the processing centre in her speech on Tuesday to the Lowy Institute in which she first floated the concept.
Ms Gillard also defended East Timor's response to her proposal as appropriate.
“Prime Minister Gusmao is right to say that a concrete proposal is the next step,” she said in her address this morning.
“He confirmed that his Government is open to considering one. He also said a proposal would need extensive consideration and debate, through the East Timorese community and Parliament. That reflects the proper functioning of a democracy.”
Ms Gillard has been under opposition pressure today to nominate another location other than East Timor.
She has faced protests in Perth over the asylum-seeker plan and narrowly missed being hit by an egg while entering the ABC studios.
A 58-year-old man was arrested over the incident.

I am also disappointed at Gillard's poor approach asylum seekers and Indonesia. I have no idea what was going through her head when she sprung that one on the electorate... so ill conceived it was... so easily influenced by power brokers she looks.
I will grant her these concession however, the shift in power from Rudd to Gillard was so quick, I doubt there was time to prepare mentally for the new challenge... to shift her mind set from a Rudd perspective to justify, to her own perspective. I doubt that she has been feeling like the leader, being more accustomed to her role as deputy and so is still allowing herself to be influenced by those with limited interest in the National Good and excessive interest in power structures. She needs to shake off that influence. She needs to distance herself from the pressure they seek to apply. This is not to mean that she should ignore them... merely take on board their ideas and given them due consideration without guarantees.
I expect her to learn and learn well from that mistake. I expect no further mistakes of this magnitude if Labor wants my vote.
In reality however, I can see myself not voting this year, merely attending the polls to have my name shown in attendance.

East Timor rejects asylum seeker centre
East Timor's government has passed a resolution to reject Prime Minister Julia Gillard's proposal to establish an offshore asylum seeker detention centre on the island.
It comes after Ms Gillard first floated the idea of regional cooperation for a border protection solution at the Lowy Insitute last week.
Meanwhile, Foreign Minister Stephen Smith has defended his decision to visit Indonesia ahead of East Timor as he explains the government's plans for a regional approach to asylum seekers.
Mr Smith will meet with Indonesian officials in Jakarta this week to discuss Labor's plans for a regional processing facility if it wins the coming federal election.

Actually, refugee associations etc have long discussed TL as the site for a processing centre. It will happen. Yes the Fretilin Opposition ain’t happy with us and no wonder—Lord Lunchalot browbeat and bullied the fledgling nation to accept the maritime boundary Australia wanted, thus TL missed out on having lots of rich oil/gas fields in its marine zone.
Patient diplomacy will see the centre established. Refugees will no longer set out in leaky boats, TL gets a source of income, infrastructure improvements etc. All good.
The Pacific nonSolution was an exercise in pulling the wool over peoples eyes. No more boats, wonderful! Great policy! Garbage, boats arrived but were taken to Nauru, Manus Isl etc so ‘didn’t land in Australia’ but refugee arrivals didn’t slow down at all. Only baboons like IQ believed and still believe the con trick, most people woke up to it, which is why Abbott is having difficulty working out an AS policy.
