The "slap down" was aimed at Canada (hence the reference to North America), who had, hours before, given a speech about the EU, and a Canadian reporter was making some fairly pointed questions, to which this was the response.

That Costello had cut income tax so much that company tax was a major part of total tax revenue and that the GFC hit company profits, hence the deficits and needing to take on modest debt now? Without the stimulus spending we would now have much bigger deficits and debt and an unemployment rate in excess of 8%.
