Victoria has recorded 116 new coronavirus cases and 15 deaths, the Department of Health and Human Services has announced.

The latest fatalities bring the state's COVID-19 death toll to 430.

It follows 208 new cases on Sunday and 182 on Saturday.

It is the lowest daily increase in cases since July 5, when 74 new cases were reported.

Overall trending down which is good news!

I'm surprised at how easily Dan was able to
usurp democratic power and rule by decree.
He will now extend the "state of emergency" for much longer.
We are already in a "state of disaster".

After the burning of the Reichstag Hitler ordered a state of emergency.
Later in history it was revealed that the Nazis were
the ones who started the fire.

Victoria has recorded 116 new coronavirus cases and 15 deaths, as Premier Daniel Andrews announced his Government will seek to change laws so that Victoria's state of emergency can be extended by another 12 months.
Key points:

Today's increase of 116 cases is the lowest since July 5, when 74 cases were reported
The 15 deaths were men and women in their 80s and older, all linked to aged care home outbreaks
The Government has announced it will release more detailed local data to help the community monitor coronavirus outbreaks

Under the state's Public Health and Wellbeing Act, a state of emergency, which must be declared in four-week blocks, can only be extended for a consecutive period of six months.

Under the state of emergency, the Chief Health Officer is able to make legally enforceable directions in order to protect public health, such as quarantine rules, mask wearing and physical distancing.

Mr Andrews said while the rolling state of emergency that began in March was due to end on September 13, it was clear it would be needed well beyond that time.

"Whilst we'd all love this to be over by the 13th of September, which is when the act says the state of emergency must end, that simply won't be the case," Mr Andrews said.

He said the Government would be meeting with all parties "quite soon" and he hoped changes to the act allowing for state of emergency declarations to be made for an 18-month period would be passed with widespread support.

(CNN)China has been using an experimental coronavirus vaccine on people who work in "high risk" professions since July, including front line medical professionals and border inspectors, a senior official from the national health commission revealed over the weekend.
Zheng Zhongwei, director of the Science and Technology Development Center of the National Health Commission, said the vaccine had been approved for use on July 22 during an interview with a Chinese state media broadcaster on Saturday.
Zheng told the CCTV-2 program "Dialogue" that the people who were at high risk of exposure to the virus -- including frontline medical personnel, epidemic prevention personnel, medical staff at fever clinics, and customs and border personnel -- were eligible to receive the vaccine.

The vaccine was developed by Sinopharm's China National Biotec Group Company (CNBG). Phase 3 clinical trials of this vaccine have been conducted in the UAE, Peru, Morocco, and Argentina.
