Exactly. All that is required is perseverance. Where most weapon's designers fail is in the testing regime. It is hard to make a microbe that can withstand the effects of explosion and still retain sufficient virulence to be effective. That is why most nations only flirt with biological weapons.

I wouldn't think it wouldn't be to hard to get your hands on some anthrax , If you were well financed and well motivated,,The down side it may also kill you and your supporters . For some this would not be a problem,,

Anthrax is a bit of an odd microbe. It is actually a fungi but while it is quite robust and will last decades in moist soils, it has a hard time surviving an explosion when dispersed like most other microbes. What you have to do is find the right one which is easily dispersed and can withstand the explosion of it happening. The British decided early on to put it into pseudo-cowpats - dropped from aircraft they were sure to infect animals and eventually people. Their experiments on Gruinard Island off the Scottish coast were pretty extensive such so that it took them over 50 years to decontaminate it well enough to allow short term human visitation. I am actually glad that they dropped the A-bombs at the end of the war because Japan was going to use their own biological weapons (they were experts at breeding biological agents) coupled with the Allies's likely retaliation. It would have resulted in millions dead and a wasteland.
