We saw this with sports stadiums and it drove me nuts. Texas has now outlawed this, but not after Jerry Jones got all the land he wanted to build his stadium in Arlington, TX. The process of government procurement of land is known as eminent domain.

Most do get paid market value. The ones who lose out are the individuals in a cluster that refuse to sell until they get an inflated price. When everyone around them sells for a fair market value and they are still trying to hold out for more they will end up getting less lol
