Police allege he approached a 22-year-old woman about 1.30am on Sunday outside the Courthouse Hotel on Oxford Street after she lost touch with her friends inside the pub.
The pair then walked about one kilometre to Turner Lane in Woolloomooloo, where the woman says she was twice sexually assaulted by the man.
"The complainant appeared to be targeted by the accused due to her intoxication and that no doubt will be part of the prosecution case," police prosecutor Mr Kwong told the court.
"(Her being a stranger) contributes to the risk of endangering the community."
But while their movements towards the laneway were caught on CCTV, there isn't any footage of the alleged rape, the court was told.
Alenezi has admitted having sex with the woman.
"But the main issue is consent," Legal Aid lawyer Ms Domadyous told the court.

A cyclist who was knocked off her bike will need surgery after allegedly receiving serious facial injuries by a teen in Perth.

A Perth woman will need facial surgery after allegedly receiving serious injuries from being kicked in the face by a teenager.
The woman in her 30s cycled past a group of teens along Twickenham Dr in Kingsley at about 1:50am on Saturday when one group member knocked her off her bike.
She was kicked in the face as she was laying on the ground, causing serious facial injuries.
The offender, described to be aged 15 to 17 years and 162cm tall with a medium build, also demanded money before the group walked away.
The group consisted of males and females aged 15 to 20 years.
