Tex, I think some cultures are smarter because they place different priorities on different things.
Even poor uneducated asians are good at math because it's built into their culture and they just do maths from a young age.

Studying 18 hours out of 24 to get higher marks doesn't make you 'smarter'.

It depends on your definition of smarter. Does getting an education make you more smart? This is definitely an appalling situation but it doesn't mean that Asians are smarter overall. However, it does mean that Asians are far too clever to allow their education system to be hijacked and overrun by leftard minority 'talking points' to the detriment of a true and meaningful education.
We need to get back to basics before it's too late.

Stereotypes aren't in stone and much of the differences are cultural. The people who work harder tend to do better.
My youngest son's girlfriend's parents immigrated from Nigeria about 20 years ago. She is smarter than my son. Her dad is an engineer, her mom is a teacher, and they are devoutly Christian and very disciplined.
I have friends from Kenya. He was a Baptist preacher going to seminar and his wife was working as a nurse in a nursing home. Their children grew up to be doctors and lawyers. They lived well within their means and the children knew how to work and study. My friend is back in Kenya and he started a school there. His kids stayed in America.

Our Govts have spent more money for poorer results.

I am not sure why we are falling behind, perhaps Australian kids are being reared by lazy parents that dont push their kids to get better results as the Asians seem to do.
It seems to be a puzzle to all Australian governments state and federal despite how much money they throw at the sector.
I think one of the issues raised, is the reluctance of kids to persue the STEM subjects and then studying Law at university rather than Science. Even more stupid as there is an abundance of law graduates apparently.
All to hard for an old blighter like me I am afraid!
