The "african appearance" gangs obviously live in areas where they can get public housing and don't need a vehicle to get around.

As far as I am aware they haven't (thus far) ventured into the Posh Areas of Melbourne where my rellies live.

it seems these ganga have no fear of being arrested....

and it sounds like people cant go out after dark.....and have a need to have their homes like fort knox....and still it doesnt stop the crime.

The inhabitants of this area, lets call it Perfleet, have no fear of the cops and commit crimes daily.

No police car ever venture there, and when they did in the past they were stoned and attacked.
Cops are afraid to go there now.

And yet in another part of this town there is another Housing Commission area where the houses are well maintained and very little crime.
Also aboriginals, but reasonably honest ones.

Im still yet to find an aboriginal settlement where any actually work though.
