What if it was Osama bin laden doing the kidnapping. Would you be happy for some stupid celebrity to hand over a million dollars to Osama because he threatened to do something bad? Why is it that people think because this happens in deepest darkest Africs there are no consequences for the stupid things we do? What about all the poor locals who live under these criminal militias?

A dozen more people Aussie. There are millions of them over there. And if that's all you are really interested in, wouldn't it make more sense not to pay the kidnappers? How is bailing people out every time they get into trouble supposed to send a message that they should avoid getting into trouble? Or is your idea to pay them off then pretend the world will suddenly change?
As for encouragement, as Dick said, no it's not......it is a lesson for all to stay out of that shit hole.
Did Dick actually say anything like that? If so, he is an idiot. It's a bullshit excuse for not taking responsibility for the consequences of your actions. He is basically saying that the next dozen or so kidnap victims only have themselves to blame, rather than the Dick who funded the kidnappers.
The problem with your theory, Aussie, about keeping out of this shithole, is that it doesn't just send the message to those kidnappers. It sends a message to the whole world.
Furthermore, they can just go further afield to catch someone. Are we supposed to draw an ever widening circle around this place, then keep pouring money into it? It sounds like the opposite of fighting this sort of injustice.
I obviously acknowledge that point. What I hope is...................having paid these fuckers, and they have now released the pair, someone in the SAS is secretly pointing a big nasty directly at his skinny black arse.

That'd be my way of dealing with it, wherever it occurs.
I see Aussie. So you'd give the bad guy a million dollars, THEN you'd try to track him down and bring him to justice, after you've paid for his armaments? I wouldn't want to be an SAS guy under your watch. I'd much prefer to take them out before you give them a million dollars worth of weapons or dissappearing acts.

These people should be arrested for funding foreign terrorist organisations, or whatever they are.

In a few years time there will probably be UN troops going into this area. Or at least troops from the African alliance. When they come up against heavily armed militias and the body count starts skyrocketing, do you think Dick will be putting his hand up and saying, "yep, I gave the enemy a million dollars, I am a hero, a good Aussie bloke, here, buy some of my Dickmite so I can fund the next wannabe terrorist"?

If it was my kid, fucken oath I would, and any help I could get from Dick and Bob, I'd be grateful for.

See Aussie this is why people ask for links, because you have this tendency of changing what people say. I n one of these statements you make Dick out to be stating the obvious. In the other you make him out to be a complete idiot. Obviously we are not going to put much weight on your interpretation of something you heard once.
