Getting "verbal" is one thing, getting "physical" is another. How can you consider/compare "verbal abuse" as bad as "physical abuse"?

A bully has emerged at my daughters school and she's being victimising one girl just horribly. She's a very popular and a politically savy girl who acts as sweet as pie when she needs to but has been a little psyco to her victim.
The bully is a pint sized little runt.
Her victim is a bit tubby, but fit and physically capable and her whole family does martial arts.
To a few select parents whom I can speak candidly two, I said if it was my daughter who was the victim, after steps A,B,C,D,E have been tried to stop it, I'd tell her to use her tae kwon do skills and smash her in the face.
Some parents were horrified and others agreed. We discussed it for a bit and nearly all of the parents came around to the fact that one quick smack in the gob is nothing compared to months of emotional torture.
Opinions?
Less dangerous but still intimidating with their SAME gang behavior....IT NEVER CHANGES: teach her the confidence to walk away or it will never end!
