Ex-policeman charged with Justine Damond's murder faces court
Minneapolis: The former US policeman charged with the murder of Justine Damond last July had his bail reduced and he did not enter a plea when he made his first court appearance on Wednesday (US time) amid a room full of supporters.
Mohamed Noor's solicitor Tom Plunkett asked Hennepin County District Judge Kathryn Quaintance to free Noor, saying he isn't a flight risk and has a young family.
Noor, 33, remains jailed after Judge Quaintance set his bail at $400,000 on the condition that he turn over his passport, surrender his firearms and ammunition and refrain from contacting his police partner, Matthew Harrity, the lone witness in the shooting that drew international outrage. Bail is set at $500,000 without conditions.
"Officer Noor, like any other person charged with a crime in America, is presumed innocent until proven guilty," Quaintance said. "If he has a trial it will be in a court of law, not in the media or in the streets."
Dressed in an orange jail jumpsuit, Noor said little other than to spell his name and confirm his address for the judge as dozens of people looked on from the small courtroom.

Noor's attorney, Thomas Plunkett, decried the bail amount as a "punitive, face-saving measure."
He asked Quaintance to release Noor on the condition that he promise to appear and turn over his passport. He said Noor never attempted to leave the country, and that claims were based on "bad information." He said Noor first came to the United States at age 5 when his family escaped the civil war in Somalia. He attended school in Minnesota through college.
"He has no connection to any other place," Plunkett said. "Your Honour, Mr Noor is an American."

About 50 people gathered near the alley where Ms Damond was fatally shot in July. The 40-year-old was shot when she called police to report a possible sexual assault behind her home.
Prosecutor Mike Freeman announced the charges on Tuesday. "There is no evidence that officer Noor encountered a threat, appreciated a threat, investigated a threat or confirmed a threat that justified his decision to use deadly force," Hennepin County Attorney Freeman said.
"Instead, officer Noor recklessly and intentionally fired his handgun. Such actions violate the criminal law."
After Noor shot her, Ms Damond put her hands on the gunshot wound on the left side of her abdomen and said, "I'm dying" or "I'm dead," Freeman said.
Damond's father, John Ruszcyzk, and her fiance, Don Damond, issued a joint statement on behalf of both families, saying they applauded the decision to charge Noor "as one step toward justice for this iniquitous act". They said they are pleased that the investigation appeared diligent and thorough, and they hope for a conviction.
"No charges can bring our Justine back. However, justice demands accountability for those responsible for recklessly killing the fellow citizens they are sworn to protect, and today's actions reflect that," the statement said.
The shooting drew condemnation in Minnesota and Australia, where Prime Minister Malcolm Turnbull called it "shocking" and "inexplicable." Then-Minneapolis police chief Jamee Harteau resigned after city officials said procedures had been violated and Damond "didn't have to die."
The second-degree manslaughter charge alleges Noor acted with "culpable negligence creating unreasonable risk".
If convicted of third-degree murder, he could face a maximum of 25 years in prison, though the presumptive sentence is half of that. A judge could issue a sentence ranging from about 10½ to 15 years.
The second-degree manslaughter charge carries a maximum sentence of 10 years in prison, but the presumptive sentence is four years.
But prosecutor Amy Sweasy said Noor no longer has a job that keeps him in Minnesota.
His next court date is scheduled for May 8.
Noor, who fatally shot Ms Damond in July last year has been charged with third-degree murder and second-degree manslaughter in relation to the death of Ms Damond.
Noor turned himself in after a warrant was issued for his arrest.
The criminal complaint against Noor says his police partner, Matthew Harrity, pulled his gun upon hearing a sound and catching a glimpse of someone behind their SUV.
When Damond came up to Harrity's window, he didn't shoot. But Noor did - firing across his partner's body and killing Damond. Harrity told his supervisor both men "got spooked" when they were approached.
Neighbours, friends and activists held a vigil for Ms Damond after Noor was charged.

Wasn't Noor a part of the Hennepin Police Chief's plan to employ more Somalis in the police force to try to counteract the growing Somali violence problem? He was the first of what was to be many? She wanted some sort of race ratio? More black, less white?
The article implies that he is still in possession of his passport. That should have been confiscated at the start.
