Asylum is a form of legal immigration, so we're not talking about illegal immigration specifically, but how many of these asylum seekers come in through legal channels and how many say "but I'm a refugee" when they get caught by Aussie law enforcement? Granting asylum to those who formally apply for it is a long standing geopolitical convention with roots in treaty law, so denying those that seek asylum legally is something Abbott cannot do without putting Australia in one hell of a bind with your allies. So either he's clearly talking about stopping those that seek to enter Australia through non-legal means or he's taking the piss and this story was meant purely for internal consumption in Australia.
