Depending on how much of a sample of the polonium could be recovered from Arafat's body it wouldn't be at all hard to trace where the polonium was produced. IAEA and the US Department of Energy both keep detailed records of reactor profiles for most any nuclear reactor on the planet. Even same model reactors have enough variation in operating condition to leave a kind of fingerprint on fission by-products they produce.
Though I doubt it was the KGB (especially considering that the KGB no longer existed when Arafat died. You're thinking of the Glavnoye Razvedyvatel'noye Upravleniye, aka GRU), it wouldn't surprise me at all if the polonium came from one of their reactors.

French investigators have concluded in a report that Yasser Arafat died of natural causes and ruled out the possibility that he was poisoned, a source told Al Jazeera.
“The analysis cannot lead us to affirm that Arafat died of polonium 210 poisoning,” reads the report, according to the source, who who has seen it. The report comes to the same conclusion the French reached in 2004 - that Arafat died of a brain hemorrhage and an intestinal infection.
