I don't think 12 months will make much difference anyway. Rudd wouldn't have post-poned it unless there was a real need to. It proves that governments do listen once in a while.

Yup, the GFC is reducing emissions bulk--all those empty factories everywhere. Turnbull is caught between the Howardista/Right/Religious Right and the progressive wing of the Fib Party--he can't propose policies, can only oppose. Likely, Rudd is planning a DD--only way to get over Turnbull's obstructiveness.

I must say he has not handled GW/ETS at all well, but probably he sees the politics of it much more clearly. With the idiot Fielding, no ETS can get through the Senate if the Coalition stays a bunch of jackasses.
