I started the video on the link and it goes forever. Skipped through a bit of it and it looks like BS. If this is true it would have been news everywhere so I suspect it is like a perpetual motion machine offering free energy. It requires energy to make plasma so I haven't got the time to few the whole video but you will see in the first 1/2 hour the guy is using MS Paint to scribble stuff for the audience. I'm not impressed.

I wonder how much money this guy is seeking.
