Since when is it the job of any moderator, EL or otherwise, to recruit new members? The mods job is to enforce the rules. In the case of the EL, they also define the rules and can add or change rules as they see fit.

This is twice he's done this.
All he needed to do was to get promises by PM from say 6 to 7 people to vote for him -
then he could have gone ahead with his petition.
No - he is just a troublemaker wanting to be the center of attention.
He already has his own moribund forum and he thinks that entitles him to
say that he would make this forum different to his own - that he is somehow better.
He has no record to stand on.
