they spray people in the face with mace/ pepper spray - torture -
they beat people up and put them in hospital.
The cops know that a big court case against them would cost someone
at least $100,000 - maybe even $1 million if it goes to the high court -
they know that no one will risk that.
The cops have a license to do whatever they like.
The courts so far have always sided with the cops no matter what they have done.
