It looks like the Omnibus bill is full of holes.
It says one thing and then Charter of Human Rights and Responsibilities Act2006
says another yet the Omnibus bill supports that Human Rights law.
Go figure?

Purpose and effect of Part (1)
The purpose of this Part is to temporarily change the operation of this Act in response 20 to the COVID-19 pandemic.(2)

This Part applies despite anything to the contrary in—
(a) another Part of this Act; or
(b) any other Act,
other than—
25 (i) the Charter of Human Rights and Responsibilities; or
(ii) the COVID-19 Omnibus (Emergency Measures) Act 2020; or
(iii) the Constitution Act 1975; or
(c) any subordinate instrument, other than a subordinate instrument made under—
(i) the Charter of Human Rights and Responsibilities; or
5 (ii) the COVID-19 Omnibus (Emergency Measures) Act 2020;
or(iii) the Constitution Act 1975; or(d) any other law.

Freedom of movement
Every person lawfully within Victoria has the right to move freely within Victoria and
to enter and leave it and has the freedom to choose where to live.

13Privacy and reputation
A person has the right—
(a)not to have his or her privacy, family, home or correspondence unlawfully or arbitrarily interfered with; and


15Freedom of expression
(1)Every person has the right to hold an opinion without interference.
(2)Every person has the right to freedom of expressionwhich includes the freedom to seek, receive and impart information and ideas of all kinds, whether within or outside Victoria and whether—(a)orally; or(b)in writing; or(c)in print; or(d)by way of art; or(e)in another medium chosen by him or her.

16 Peaceful assembly and freedom of association
(1)Every person has the right of peaceful assembly.
