What's the difference?

Agree. the concept has been important in the history of the world.

Political centre point to control the masses.
A set of rules that are the foundations of our current laws.

One day we need to grow out of it. Separation of state and religion was the first step in Europe and US.

The promise of eternal damnation is the only thing that can keep some people in check. The fear of the consequences that can not be delt in this life is probably a good thing. Without consequences or fear of them we tend to do what we want.
