It would appear that Jim Jones is attempting to govern NSC the way he lead Joint Task Force Provide Promise.

When I first got to JTF Provide Promise there was much relief in the lower officer and senior enlisted ranks that Jones, “the General” as he was simply known through the command, was leaving. It would seem he consolidated all power and decision making in his office, allowing his subordinates little leeway for initiative, not harnessing their talent and power. Or so it was said, I cannot really say as I only under him for a few weeks.

Now at NSC his first move is to try and consolidate foreign policy Intel and ops through that office first, even Homeland Security Intel, setting himself up for some major battles.
