Since residents of the city are dealing with the tourists, the problems caused by cruise ships, and benefit from their dollars, the city should have a vote on whether or not to allow them and be done with it. I suspect they would settle on a compromise where cruise ships are allowed if they will pay extra taxes and fees to the city for damages and maintenance brought on by the big ships. Money talks.

There are more tourists than what are desired.
laws of supply and demand prevail.

Tax the tourists till you end up with as many tourists as you want.

Not that I remember.
But there was garbage , filthy water, a dreadful stench and an overall filthy appearance the whole time.

Perhaps once upon a time it was nice, but no longer.
