Leftist hysteria and mass panic over COVID 19 is responsible for the fall in the market which, incidentally, is rising again due to the confidence in the Trump administration's handling of the hysteria and of the virus.

No, it doesn't. A few things have been good. Most however have been bad. Very bad. He needs spin doctors after every press conference to actually tell the media what he meant when he seemed to be talking total bullshit, Black Orchid. I am not blind to the few good things he has done. He has put more Black Americans into work than ever before. He has quietened down the DPRK at least for a short period. However he has upset the Middle East enormously. He has upset international trade enormously. He has upset international relations enormously. He has slashed funding to the CDC and forbit it to do tesing for Covid-19 (apparently 'cause he doesn't want the bad news). Those are the most prominent that come to mind. :roll :roll

He has not slashed funding to the CDC nor has he forbidden them to do testing. You spout a lot of unmitigated crap. As for upsetting the terrorists why don't you go over and give them a big hug.

Wall Street shares rallied on Friday after US President Donald Trump declared the coronavirus outbreak a national emergency, freeing up money to fight the spread of the disease.

There is no one in the White House tasked specifically to oversee a coordinated government-wide response in the event of a pandemic, since the post of senior director for global health security and biothreats on the national security council (NSC) was eliminated last May.

Before you start accusing people of spouting BS perhaps you should do some more research somewhere other than the Guardian.
CDC operating budget plans show that its funding for global public health protection — which includes global disease detection and emergency response and global public health capacity — increased from $58 million in fiscal year 2017 to around $108 million in fiscal years 2018 and 2019. (And that does not include any remaining supplemental funds available for use.) The increases included nearly $50 million more each year for CDC’s global health security initiatives.

Those amounts went up again in fiscal year 2020, when the CDC was awarded $183 million for global public health protection, overall, and $125 million specifically for its global health security efforts. For fiscal year 2021, President Donald Trump has requested that CDC funding for global disease detection and other programs be increased further — to $225 million total, with $175 million going directly to global health security.

With its current funding, Bartee said, the CDC is actually working in “more than 60 countries” — not 10 — to address the threat of global infectious diseases and outbreaks.

Trump also signed into law a $8.3 billion emergency supplemental package Congress approved last week. BTW Admiral Timothy Ziemer (who headed the NSC) left the NSC, he was not 'fired' nor has the NSC been 'eliminated. The CDC is in charge of the pandemic and rightly so and Trump and Pence have made appointments of global health experts who will assist the CDC and be backed by the NSC.

I should add that cuts were put forward but have not passed Congress as far as I know.
Every year since Trump has been president, lawmakers have passed bills — bills signed by Trump — that not only exceeded what Trump requested on emerging infections but also exceeded what had been spent the previous year.

As the chart below shows, funding increased every year from fiscal year 2017 to fiscal year 2020. (We have not included the 2017 proposal, since that was submitted by the Obama administration. The figures for 2020 are preliminary.)
