Because Australia is a multi-cultural 'international' entity here and the only 'domestic' entity is the Aborigines.
Basically, the Abos are the Landlords and everyone else from overseas are 'Renters' here.
Unlike in the USA, there is no 'other' independent 'domestic' entity here officially.
