Closer to the mark, I think than Bobby's simplistic belief in Asians being smarter. Asians are forced to apply themselves to their studies by their families. Australians are largely left alone.

It's about opportunity and resources.
Chinese, Japanese both work very had at school to excell.
This is because there is an expectation to achieve good results.

Japanese products and goods were initially crap.
But when good quality control, embraced by the Japanese, was introduced
Their perfectionist attitude and pursuit of excellence won out.
The Chinese are currently progressing toward this, but with less vigor.
The world still craves "cheap" which is what China does best.
But in time, quality will begin to surface.

China is well capable of high quality
Just look at the skills and beauty of some of its art.
But as long as the world wants cheap, China will provide.

I will acknowledge one thing though
Education, enforcement of standard paradigms, does not lead to true advancement.
Chinese and Japanese, while being excellent at copying and improving, tend not to lead to great leaps of change.
