I think it was associated with the kind of bands running the WW II theme - Spandau was the Berlin suburb that built machine guns and I guess a lot of techno sh!t was like a MG firing...

The twitching of one hit by machine gun fire...
They changed the band's name to Spandau Ballet after a friend of the band, journalist and DJ Robert Elms, saw the phrase "Spandau Ballet" scrawled on the wall of a nightclub lavatory during a visit to Berlin. The expression "Spandau Ballet" was slang used by Allied troops in the trenches in the First World War referring to the twitching of the corpses hanging on the barbed wire and repeatedly hit by Spandau machine gun fire from the German lines.

Ahhh - that explains it.... probably reminiscent of the dance styles these days. Australian troops used to not accept surrender of machine gun crews... sit and shoot their mates and then yell 'Kamerad' - no way, Jose`... You reap what your sow..
