Compared to what? By what standard/measurement is this a careful, responsible Labor budget?

Well spending increase is a lot lower than under the Libs. Aim is to about half budget deficit this financial year and eliminate it next financial year. That sounds responsible. Cuts appear to have been careful and balanced. if money is really going to be used to help employ more disabled and long term unemployed, rather than just further abuse being hurled at them, then that seems a better approach than it could have been. not cutting 12000 public service jobs as Abbott wanted certainly is more responsible and sensible. Cuts have been careful i think.
