If it goes or starts being phased out, and it should as it is just a waste of taxpayers' money, it shouldn't reduce the number of people in private health insurance:
PRIVATE health funds have recorded their highest membership rates in seven years, defying warnings that controversial changes to the Medicare levy surcharge would cripple the industry.
The percentage of Australians holding hospital cover with private health funds rose to 44.8 per cent at the end of December, up from a revised figure of 44.7 per cent three months earlier.

The modest increase continues a 30-month run of rises in the industry's coverage rates, and comes after the Government predicted a one-off exodus from health funds as a result of its budget changes to the Medicare levy surcharge.
