In an overpopulated world, should it be a right, to be able to breed?

Although it nauseates me to see morons pissing in the gene pool, breeding should be a right, but the number must be limited. No more than two per couple. Baby credits could be traded. I think we should ditch the baby bonus.
The Chinese did it and it woprked for them. But I don't think it is right. It is certainly not necessary, with the birth rate in so many countries below replacement.
To deal with those countries that don't, we just need to make them face the consequences of their own policy.
To reduce the birth rate, all you need to do is educate women, promote birth control, and give women the right to choose for themselves. A bit of wealth seems to help also.

I have chosen not to breed, but wouln't care to have the option restricted or removed.
I have seen situations where some people shouldn't be allowed to breed.
Like an ex's daughter who uses her kids as a meal ticket but won't look after them properly, has them confiscated by welfare, so just has more kids to keep the level of welfare payment up. And then there's my manic depressive mother who did here best to fuck up 4 kids from one generation and is now working on several from the next. In my Nazi like opinion head case child abusing phukwits like her shouldn't be allowed to breed or get access to children.

How about restricting reproductive technology? Why should we encourage breeding, in those who arn't able to do it the natural way, where there are already too many people on the planet?
And we're constantly looking into technology to slow, and potentially STOP aging altogether. This just exacerbates the situation, unless it's a means to let people work (contribute) longer.
And has anyone seen any plan to stabalise the population, even if we accept that Australian needs more young'uns to look after the boomer generation? If we increase now, is there a plan to stop the increase, or is it an exponential situation, where we just keep digging in deeper, so that there is always plenty of young bodies.
