Former chief of the Defence Force, Chris Barrie, says the Federal Opposition's plan to turn around asylum seeker boats in international waters could commit the Navy to an act of piracy, if the vessel is seaworthy and the country of origin cannot be contacted. Admiral Barrie says proposed legislation to excise the Australian mainland from the Migration Zone flies in the face of the UN Refugee Convention. He says the Navy doesn't have the ships to tow back all Sri Lankan asylum seeker boats to Sri Lanka.
