Let's look at Sri Lanka for example... the "civil war" involving Tamils has been going on for over 20 years.
The vast majority of Sri Lankans/Tamils that have come here are economic refugees. In fact they seem to be the asylum seekers most likely to return to their country of origin instead of remaining in detention.

Yes the Sri Lankan civil war was current in Howard's day. I guess it must still be the same now, wot? Still raging. Iraq and Afghanistan, yeah, you're right, nothing new there since 2007, nothing at all. The Australian electorate booted Howard and his asylum programme in 2007, and that is the most significant political change. People who choose to return home to their country are not genuine refugees.
