I am afraid that IQ is spot on the money on this issue.
Each home having a large pipe (not even a super fast one compared to what's evolving) is the government making a big bet that will not be right in how the investment is deployed.
If Australia was rolling out something that it developed and invented that would be a game changer for the world and build a leading edge capability to expert something to the world.... the investment would be worthwhile. Spending this sort of money on exist technology that is old before it is installed paying huge moneys to foreign corporation for kit and expertise is just a wasted opportunity. Just like in the 60's when Australia decided not to invest in this new thing called "computers" where we had an edge on the world.
Come on Australia, dig up and sell all your resources, don't invest in intellectual capital, spend all your money on importing everything except dirt and what grows in it and become the poorest western national before the end of the century.
Time to wake up and get with the programme.

Japan has already got new fibre technology much faster than the NBN.

Hopefully they have not changed the actual fibre itself for this deployment and it is the switching and transport technologies that have improved. If the actual physical fibre that is rolled out becomes the bottle neck then the whole investment will need to be refreshed to keep up.
I expect this not to be the case... for now.
When new technology is required they will move to wireless nodes close to homes for the next generation deployment.

Here is an interesting article from a US perspective. I like this comment on the differences.

Lets not forget that getting rid of copper for fibre removes one of the ways to pump electrons into a home. That would effectively take Australia out of any future innovation that requires the movement of electrons, be it power or perhaps some cheap form of sub-atomic data transmission or other application.
