Of course they were :du
I am saying the Media reported his comments widely well before Gillard said anything publicly.

;)

You mean they reported them widely based on Swan's comments about them.
I'm almost certain the Community meeting wasn't a national event.

PRIME Minister Julia Gillard’s election pledge to deliver $10,000 bonus payments for top teachers has been exposed as a hoax.

Confidential documents prepared by the government confirm that payments to the states under the plan will cease in 2014, the same year thousands of teachers hoped they would finally secure the cash…

The 47-page National Education Reform Agreement outlining the next four-year funding deal for all states confirms that the bonus payments for teachers are no longer guaranteed.

“If a state or territory signs this agreement, payments under the Rewards for Great Teachers National Partnership will cease on 1 January, 2014,” the documents say…

Since 2010, not a single single teacher has secured a bonus under the scheme, with the government confirming they will not force the states to implement the program.
Can't you read? Even the moron Roach posted the "facts" in one of his copy and pastes. So did you.
It will be up to the states to decide whether to pay teachers the promised bonuses or not.
The budget might have been cut in half to $215 million - but so far that has remained untouched and the scheme has been going 3 years you fool.

It will still be there next year and maybe by then the States will get off their backsides and start distributing the bonuses, although if Abbott gets into power - no doubt any untouched funding will be handed to the Catholic church.

Has Abbott promised to stop the inquiries into paedophilia in the Catholic church? That will save millions to go towards his surplus. He will stop the inquiries - but he won't be boasting about it until after the fact.

Nah.

Note....the word 'later' concerning Swan.

;)

Do you seriously believe that wherever there is Abbott there will NOT be a Media Representation?

Yes funny that... are you trying to tell me Swan should have attacked Abbott before he said it? :rofl :rofl :rofl

Are you seriously trying to tell me the internationalisation of the event wasn't due to Gillard or that the ALP attacks and bringing it to the fore to make an issue of it was not due to the ALP? :rofl :rofl :rofl :rofl

Funny how your bias doesn't let you understand things mantra...

It will be up to the states to decide whether to pay teachers the promised bonuses or not.
Add to that sentence the other information re the broken promise and you soon see (well maybe not you) that

It will be up to the states to decide whether to pay teachers the promised bonuses or not. Since the federal government have decided to stop the promised funding for it.

I note also your disgusting slur on Catholics... no wonder only morons are on your side.

You really are a thickhead and a halfwitted peabrain. The states were supposed to have signed off on this and they haven't. The money has been there for 3 years. What are they supposed to do - tie it up forever until the states take the next step in actually allocating it?

Oh diddums. Are the inquiries into the Catholic paedophiles offensive to you? Perhaps a devout Christian like you would rather see them roam free?

been waiting for this one...
no use trying to explain it all to you in one go... "PEABRAIN"

Excuse me are you saying the States haven't signed off on it? huh? What? Oh my... does that mean THE PROMISE was made without the deal being ratified first?

The issue is mantra that a promise made by the federal government for $10,000 dollar bonuses for certain teachers which was opposed by the Union movement has now had it's funding removed even though some states were utilising it in slightly different ways to reward those teachers.

what don't you understand about making a false promise.
what don't you understand about removing the funding for it.
