This is the Geraldton ELINT site; since 2008 it controls geostationary satellites - those with the highest priority parked over the Indian Ocean to monitor all communications over the area.

Australia has a similar Echelon spy base at Geraldton in Western Australia.
This became notorious when it was used to spy on communications between the
Maritime Union of Australia and the Tampa crew and between Australian

I don't believe for a second that Echelon (Geraldton base) were unaware of this boat, and you would have to be rather unintelligent yourself to assume a spy base notably used to spy on maritime communications, would not have known it was there.
