Here in the US it's a class A felony offense in every state and if you cross state lines with that child it becomes a Capital offense under the Federal Kidnapping Act. Average prison sentence for convicted kidnappers here is 15 to Life imprisionment, with the average parole release (if available in the sentence) being after 20 years.

Just because a little blonde haired blue-green eyed child was found in the care of a dark haired brown eyed Roma couple in a Roma settlement, (I really loath the term Gypsy camp) isnt to say this couple abducted the child.
