You're forgetting one key fact. In almost all cases it was the House of Representitives that initiated the shutdown, and always at the behest of the Speaker of the House. The HoR wields a hell of a lot more power than the senate when it comes to this sort of think as the proceadures for doing this shit can only be enacted by they Speaker of the House and not anyone in the Senate has a thing to do with it (the Speaker of the House is the third most powerful position in our government after President and Vice-President).

Also, in most cases it's which every party is opposite of the President's party that does this.

Seriously, if you're not sure about how the US government works just ask. Or go read the US Constitution (it's not a terribly long read and the legalese typical of most US law is surprisingly absent from the document).

Only possible way anyone can do anything to Obama would be through impeachment and the Republicans don't have anything to use against Obama or the popular support to even initiate the proceadings. At this point all the GOP can do is wait till November, 2016 and hope like hell they presidential candidate wins.

Again, the US will dispose of Obama/Democrats the way Australia disposed of Gillard-Rudd/Labor.
