Japan has raised the alert level at its quake-damaged nuclear plant from four to five on a seven-point international scale of atomic incidents.

The crisis at the Fukushima Daiichi site, previously rated as a local problem, is now regarded as having "wider consequences".
The Fukushima plant's operator Tokyo Electric Power (Tepco) said it was not ruling out the option of entombing the plant in concrete to prevent a radiation leak; a similar method was used at Chernobyl.
Water in at least two fuel pools - in reactor buildings 3 and 4 - is believed to be dangerously low, exposing the stored fuel rods.

Radiation levels have risen rapidly at the plant and there is a fear that the situation is heading for the worst. If levels continue to rise the doses emergency workers experience near the reactors could be lethal. One U.S. Official told ABC News that "it would be hard to describe how alarming this is right now" and that a suicide mission might not even be enough to avert disaster.
In another sign of escalating nuclear danger, Cabinet Secretary Edano acknowledged that the containment vessels of some of the reactors are likely damaged. The Japan Atomic Industrial Forum confirmed damage to Units 2 and 3.

The last step in a nuclear meltdown is the breaching of the containment vessels. The fact that at least two containment vessels are damaged makes nuclear experts nervous.

"We have cracks now, cracks in the containment vessels...and if those cracks grow or if there's an explosion, we're talking a full blown Chernobyl, something beyond Chernobyl," Kaku said.

The U.S. nuclear industry is facing yet another worry today, with a new report from the Union of Concerned Scientists suggesting that there's been a leak at the facility since "at least 1993 (via Zero Hedge)."

The leak is in a lining that is meant to provide protection in the event of an earthquake.

However, NRC inspectors at Indian Point recently found that the liner has been leaking 2 to 20 gallons per minute since at least 1993 (NRC 2010v), and that the plant owner has not yet delivered on repeated promises to fix the leak. That means the device installed to prevent leakage after an earthquake is leaking before an earthquake even occurs. The liner has no other safety function. Yet NRC managers have dismissed the longstanding problem, not- ing that the refueling cavity leaks only when it is filled with water (NRC 2010o).
