Bear was sold to JP Morgan Chase in March 2008.

The bailouts occurred in 2008.

Also, being bailed out simply meant you were a big US bank, not an indication of a failing bank. They were all forced to take bailout money whether they were at risk of failing or not. If they singled out banks to bail out there would have been a run on those banks bailed out, so they all took money in order to disguise which ones needed it.

That said, Citigroup would be quite an unfortunate choice for investment services, given it has been bailed out 4 times and was insolvent even after TARP money. However, Euromoney's 2006 award winner for investment services appears to be ABN Amro Mellon and not Citigroup.
