Australia's most needlessly wasteful spending took place under the John Howard-led Coalition government rather than under the Whitlam, Rudd or Gillard Labor governments, an international study has found.

The International Monetary Fund examined 200 years of government financial records across 55 leading economies.

The federal Coalition has rejected costings which show its paid parental leave policy could cost more than $5 billion a year and is believed to be examining options to keep the policy affordable. These could include excluding public servants who already receive taxpayer-funded maternity leave.

The Australian Financial Review revealed on Thursday that the Parliamentary Budget Office, based on publicly available information on the Coalition’s policy, including the details from its 2010 policy document, estimated the scheme could cost more than $5 billion a year from 2014 onwards. . . .

Shadow treasurer Joe Hockey said the Coalition would be able to deliver the policy for less money. He said the PBO was being manipulated by the Coalition’s enemies for political purposes.[bullshit, of course JM]

. . . .The original policy promised in 2010 included abolishing paid parental leave schemes in the Commonwealth public service – estimated to be worth $100 million in 2013-14 – and roll the money into the new scheme.
One option believed to be now under consideration would be to exclude state government public servants and local government employees because they, too, have access to taxpayer-funded schemes and would be “double dipping”.

Henry Ergas has already soundly debunked this 'study'

(1) The study is actually a staff paper, and the front page (no less) contains an explicit instruction that it not be attributed to the IMF which Alberici simply ignores;
(2) The study refers to debt issued by all levels of government, not just central government;
(3) The study refers to gross debt, not net debt, levels;
(4) For the years referred to by Alberici, all of the increase in gross debt is due to state Labor governments;
(5) As a result, the inference that the results impugn the Howard government is completely absurd.
