A few years ago there was a snippet of information appearing once about a trial - and then nothing. It was in regard to a so called filtering service requested of Optus by the government. Years later and a vague disclosure of sorts is appearing on the Optus website.The system is called ECHELON, and had been rumored to be in development since 1947, the result of the UKUSA treaty signed by the governments of the United States, the United Kingdom, Canada, Australia and New Zealand.
Those who are unwittingly used as part of this trial wouldn't have a clue whether the internet was being filtered or observed. If it was only filtering - there would have been more public information available. If this UKUSA treaty is active - it's highly unlikely we're going to be privy to its purpose.
In regard to opting out - when I contacted Optus at the time - not one worker, supervisor or manager knew anything about this "trial".
.Optus will be selecting a small geographic area within which to run the trial. Customers in the geographic location selected for the trial who do not wish to participate will be able to opt-out.
The trial will only filter based on the ACMA blacklist of illegal content. It will not filter other types of so-called 'inappropriate' content.
We are participating in the trial to accurately gauge the impact of filtering technology on our customers and our network

I'd have expected you to dig a little deeper than that mantra. It's been an open secret for decades. Even Brian Wilshire wrote about it in his book years ago. Can't be much of a secret.
